El Gobierno, al reglamentar la presente Ley, y a fin de dar la mayor amplitud posible dentro de las finalidades que persigue, consultara previamente al Consejo Directivo de la Universidad Nacional sobre la organización que haya de darse a la Facultad planes de estudios, cursos con que debe iniciarse etc.

Deberán tenerse en cuenta al expedir el decreto reglamentario las finalidades de fomento agrícola, que pueden representar las labores del Instituto, relativas a estudios de suelos, planificación y extensión de cultivos, defensa forestal, etc.
