El Gobierno procederá modernizar y complementar, directamente o por conducto de la Empresa Colombiana de Aeropuertos, los servicios de radiocomunicaciones y ayudas de navegación aéreas, conforme a la técnica aeronáutica, para garantizar la seguridad de las operaciones aéreas y cumplir adecuadamente los compromisos internacionales contraídos por el Gobierno de Colombia sobre el particular.
