Los recursos que se obtengan en virtud de las autorizaciones de la presente Ley serán dedicados por el Gobierno a las siguientes obras: el sesenta por ciento para las carreteras de Popayán a Pasto, Central del Norte y carretera del Carare, de Vélez a Puerto Berrío. El cuarenta por ciento restante, se faculta al Gobierno para invertirlo en la forma que las circunstancias lo indiquen. La inversión en las carreteras expresadas sólo podrá hacerla el Gobierno en trabajos por administración directa o por contratos que se celebren con posterioridad a la presente Ley.
