º . Efectividad de los derechos de los administrados. La Administración Pública debe asegurar a todos sus usuarios la efectividad de sus derechos. Para tal efecto aplicará las regulaciones, procedimientos y trámites de la manera que resulte más favorable a la protección de los derechos de los administrados.
