El Ministerio de Educación Nacional, el Instituto Colombiano de Construcciones Escolares (I.C.C.E.), o las entidades que el Gobierno Nacional determine, realizarán los estudios de factibilidad y aquellos que fueren indispensables para que la obra prevista en el artículo anterior, sea incluida en los próximos planes y programas nacionales de desarrollo económico y social.
