Art. 97. Ninguna oficina de un responsable del Erario podrá girar libranzas contra sí misma sin autorización expresa del Poder Ejecutivo; ni contra otra sino con igual autorización y por fondos que ésta, por disposición superior general ó especial, estuviere obligada á remitirle.
