Las Juntas Administradoras Locales no podrán crear organización administrativa alguna, y la presupuestación, manejo e inversión de sus recursos se hará siempre por entidades o dependencias de carácter municipal. En cada Comuna o Corregimiento actuarán las autoridades o funcionarios de carácter ejecutivo y operativo que determinen la ley, los actos de los Concejos y de las demás autoridades competentes.
