Las empresas de cualquier orden, públicas o privadas, que pretendan prestar el servicio público de transporte marítimo en Colombia, deberán obtener previamente la habilitación y el permiso de operación en los términos previstos en los Decretos 1611 de 1998, 1930 de 1999 y del presente decreto y las normas que los modifiquen o adicionen, cumpliendo con los requisitos que allí se señalan.
