En la Instrucción primaria tendrá el Gobierno la reglamentación y suprema inspección con el objeto de que se dé puntual cumplimiento a los prescrito en el artículo 41 de la Constitución, y de que el sistema de educación pública obedezca, hasta donde sea posible, a un plano concertado y uniforme en toda la Nación.

El Gobierno ejercerá esta inspección entendiéndose con los Gobernadores.
