El Departamento Nacional de Higiene y Asistencia Pública queda ampliamente facultado para dictar las medidas conducentes a impedir la propagación de las enfermedades infecto0 contagiosas y para asegurar la salubridad pública. En consecuencia, las autoridades deben cumplir las disposiciones que se dicten para combatir y prevenir la fiebre amarilla, la peste bubónica, el cólera asiático, el tifo exantemático demás enfermedades que pueden tomar el carácter de epidemia.
