De las transferencias a las Contralorías. La transferencia de los Departamentos, Municipios o Distritos, sumada a la cuota de fiscalización de las entidades descentralizadas, realizadas a las contralorías, no podrán superar los límites de gasto ni de crecimiento establecidos en la Ley 617 de 2000.
