Interpretación y ausencia de normas. La interpretación de las normas se liará con referencia al derecho administrativo, con preferencia a cualquier otro ordenamiento jurídico. A falta de norma expresa en el procedimiento disciplinario se aplicarán analógicamente las normas de la Ley 13 de 1984, las del Código Contencioso Administrativo y las del Código de Procedimiento Civil o aquellas que regulen procesos similares.
