Artículo único. Los Gobernadores de los Departamentos pueden reemplazar las Juntas de Distrito Electoral, cuando los miembros de éstas no se presentaren á desempeñar oportunamente sus funciones, por ciudadanos que residan en la respectiva cabecera del Distrito, sepan leer y escribir y presten el juramento en la forma legal. Comuníquese y publíquese.
