En donde quiera que por razones de local u otras, funcionen aisladamente los cuatro años consecutivos de la escuela primaria, éstos deberán consolidarse en "agrupaciones escolares" cuya dirección, coordinación y control se hará según lo establecido en el artículo anterior.
