Las siguientes reservas del balance del Tesoro Nacional, correspondientes al Departamento de Bolívar, no utilizadas en los artículos aquí mencionados, pasarán a la sanción de la presente Ley a la Tesorería Municipal de Cartagena de Indias, con destino a la Asociación Cultural de Bolívar, para el desarrollo de obras de fomento a empresas útiles y benéficas de desarrollo regional y de la educación en el Departamento de Bolívar.
