Art 13. El artículo 404 queda así: El Jefe del Resguardo lo es del puerto i ejerce i se le confiare la autoridad bastante para el cumplimiento de todas las disposiciones de policía marítima, procediendo breve i sumariamente. De la misma manera, impone las multas o penas señaladas a las infracciones que se cometan, i las lleva a afecto ejecutivamente, consignando su producto en la Administracion de Aduana, o en la Administracion de Hacienda nacional, si la pena se hace efectiva donde no hai Aduana.
