De conformidad con la Ley 1ª de 1961, la Beneficencia Municipal es la entidad competente para percibir e invertir en su jurisdicción territorial los impuestos a ganadores correspondientes a dichos sorteos e igualmente los autorizados por la Ley 26 de 1982 sin cambiar ni modificar su naturaleza ni sus objetivos legales.
