La Licencia Ambiental de que trata el presente decreto será otorgada por las Corporaciones Autónomas Regionales o por los municipios, distritos o áreas metropolitanas cuya población urbana fuere igual o superior a un millón de habitantes (1.000.000), en su respectiva jurisdicción o perímetro urbano, según el caso.
