En caso de que lleguen a crearse los Corregimientos o Comisarías de que trata el artículo anterior, el Poder Ejecutivo señalará por medio de decreto el personal que debe servirlos, la remuneración de éste y las atribuciones de los Corregidores o Comisarios, teniendo para ello en cuenta las necesidades de cada Corregimiento o Comisaría, los lugares, en que se hayan creado, y las funciones que deben desempeñar los respectivos empleados.
