Objeto . El presente Título tiene por objeto establecer las condiciones básicas de calidad para la organización y el funcionamiento del programa de formación complementaria de educadores para el nivel de preescolar y el ciclo de básica primaria que puede ofrecer una escuela normal superior. La organización y el funcionamiento del programa de formación complementaria ofrecido por la escuela normal superior responderán a su proyecto educativo institucional y estará regido por la Ley 115 de 1994, la Ley 715 del 2001 y su reglamentación. (Decreto 4790 de 2008, artículo 1°).
