º . La inscripción como colombianos de los latinoamericanos y del Caribe se autorizará mediante Resolución motivada del Ministerio de Relaciones Exteriores. La de los demás extranjeros se autorizará mediante el otorgamiento de Carta de Naturaleza.

Parágrafo

El trámite de nacionalización de los Españoles se regirá en primer término por lo dispuesto en la Ley 71 de 1979 y el Decreto reglamentario 3541 de 20 de diciembre de 1980, en lo no previsto en estas normas se aplicarán en lo pertinente la Ley 43 de 1993, el Decreto 207 de 1º de febrero de 1993 y el presente Decreto.
