El Gobierno escogerá libremente a quienes deban ascender al grado de Brigadier General o de Contralmirante entre los Coroneles y sus equivalentes en la Armada, que hayan cumplido el tiempo mínimo exigido en la presente Ley, que sean diplomados en Estado Mayor, y además hayan aprobado el curso de altos estudios en la Escuela correspondiente, de acuerdo con la reglamentación que expida el Gobierno.
