Son funcionarios de instrucción en los casos de contrabando de aceites y grasas lubricantes, los Administradores y Recaudadores de Hacienda Nacional. Estos mismos funcionarios quedan facultados para fallar los asuntos en primera instancia. La segunda instancia se surtirá ante el Ministerio de Hacienda y Crédito Público.
