A las empresas, organismos descentralizados o fondos rotatorios que no presenten oportunamente sus presupuestos para su inclusión como anexos, en el presupuesto distrital, se les suspenderá el pago de las sumas que por cualquier concepto deba hacérseles con cargo al presupueste distrital, y los responsables se harán acreedores a las sanciones administrativas a que hubiere lugar.
