Competencia para resolver el recurso . Si el empleado competente para resolver y conceder el recurso se ha retirado de la Entidad, será resuelto por quien designe el Procurador General de la Nación. Si el calificador ha pasado a desempeñar otro cargo dentro de la misma Entidad, conserva la competencia para resolver el recurso. La calificación objeto del recurso no podrá ser desmejorada.
