°. Subrogar el artículo 2 del Decreto 824 de 1997 el cual quedará así: Artículo 2. "Valor de la rega lía. Para la explotación del juego de Apuestas Permanentes, los concesionarios pagarán como regalía a la respectiva entidad concedente el equivalente al 8% del monto total máximo de apuestas posibles por formulario, con destino exclusivo a la prestación de servicios de salud.

Parágrafo

La obligación del pago de la regalía está a cargo del concesionario y se causa al momento que éste retire los formularios, previa consignación del valor correspondiente en la tesorería de la entidad concedente".
