Rehabilitación social y cultural. Con la finalidad de restablecer el tejido social y cultural afectado, el Estado elaborará con la participación de las comunidades las medidas necesarias para recuperar los procesos de etnicidad, potenciar el empoderamiento colectivo e individual, y restablecer los espacios de autogobierno y las prácticas identitarias y tradicionales que son parte fundamental de la estructura de las comunidades.
