Art. 10 . En el caso de que no hubiere licitadores pie acepten las condiciones de esta Ley, y de que el Banco Nacional tampoco las aceptare, el Poder Ejecutivo, previo dictamen del Consejo de Estado, podrá reducir equitativamente el precio del arrendamiento, únicamente en favor del Banco Nacional.
