Los Secretarios Ejecutivos de las Juntas Municipales, serán funcionarios de libre nombramiento y remoción de éstas, preferencialmente profesionales recién egresados de las facultades o academias autorizadas oficialmente para conceder licenciaturas y/o tecnologías en educación física, recreación o deportes. Con el ejercicio de estas funciones podrán cumplir con el servicio social obligatorio establecido en la Ley 50 de 1981.
