En el Presupuesto Nacional de la próxima vigencia se incluirá necesariamente la partida que se vota en la presente Ley, y si así no lo hiciere, queda facultado el Gobierno para abrir los créditos o efectuar los traslados indispensables, con el fin de dar cumplimiento a lo dispuesto en los artículos anteriores.
