Art. 8. ° Esta ley comprende al Departamento de Panamá y comenzara a regir seis meses después de sancionada, de conformidad con el artículo 204 de la Constitución, menos en la parte referente a la variación en la Tarifa de Aduanas, de que habla el artículo 3.°, cuyos efectos se surtirán de la manera que determina el artículo 205 de la misma Constitución.
