El Ministro de Obras Publicas cuidará de que en el contrato que celebre con la persona o entidad constructora queden claramente determinadas las pendientes máximas, las curvas y demás condiciones técnicas que estime necesarias, a fin de obtener el abaratamiento de los fletes y el modo de fijar las tarifas y la intervención que en el señalamiento de éstas se reserva el Gobierno.
