En los Departamentos, que por hallarse en el caso del artículo 4º de la Ley 84 de 1916 , no haya existido libertad de la producción y comercio de alcohol impotable, continuará la producción, introducción y consumo de éste, haciendo parte de la renta de licores. Tales Departamentos pueden declarar libres estas operaciones cuando lo juzguen conveniente a los intereses Departamentales.
