Competencia. La facultad discrecional consagrada en los artículos tercero y cuarto de la Ley 415 de diciembre 19 de 1997, se ejercerá por los Directores Regionales del Instituto Nacional Penitenciario y Carcelario con arreglo a las directrices que al efecto adopte el Consejo Directivo del Instituto Nacional Penitenciario y Carcelario, Inpec.
