Las inversiones que la Nación haga en las obras de irrigación, le serán reembolsadas por los propietarios beneficiados mediante el sistema del impuesto de valorización, cuyo recaudo se hará por jurisdicción coactiva. Autorízase al Gobierno para dictar los reglamentos encaminados al recaudo de tal impuesto, y para decidir sobre la administración de las obras de regadío que se construyan.
