Todo proyecto de ley sobre concesión o aumento de pensión o de cualquiera gracia personal, deberá ser presentado con considerandos justificativos del acto, deducidos de las pruebas presentadas por el peticionario; y sin este requisito no será admitido a discusión en ningún debate, ni expedido en forma de ley.
