El artículo 8° de la Ley 71 de 1986 quedará así:
Los recursos económicos captados por la emisión de la estampilla Pro-Universidad de La Guajira serán invertidos de la siguiente forma: El setenta por ciento (70%) en infraestructura y dotación; y el treinta por ciento (30%) para capacitación, investigación y creación y pago de plazas docentes.
