Contabilización independiente. Los órganos, entidades territoriales y demás beneficiarios de los recursos del Sistema General de Regalías dispondrán de un sistema de registro y contabilización independiente que se regirá por lo establecido en el Decreto 4923 de 2011 y las normas que lo modifiquen o sustituyan, así como las metodologías de seguimiento y evaluación adoptadas por la Comisión Rectora del Sistema General de Regalías.
