Artículo quinto. En cuanto a las necesidades en dólares y a las exportaciones de las refinerías cuya operación este regulada por contratos especiales, se estará a lo dispuesto e tales contratos y solo para lo que en ellos no este previsto se aplicaran los normas de este Decreto.
