Artículo cuarto . De las responsabilidades. Los delegatarios, gobernadores y alcaldes distritales en su carácter de Representantes Legales de sus respectivas entidades territoriales, deberán velar, conforme a los principios que orientan la función pública, por el cumplimiento de las responsabilidades delegadas.
