Art. 4.º La sal vijua de calidad que no alcance al 40 por 100 de cloruro de sodio, que por circunstancias extraordinarias no alcance á invertirse en la saturacion para elaborarla en compactada é en grano, podrá darse á la venta, previo avalúo, en pública subasta y por lotes que no excedan de 1,000 kilogramos, si á juicio del Poder Ejecutivo sirviese de embarazo en los minas.
