Con el fin de estimular el crédito popular, el Ministerio de Hacienda y Crédito Público, y el Contralor General de la República, ordenarán la constitución de depósitos oficiales en el Banco Popular hasta concurrencia no menor del diez por ciento ni superior al veinte por ciento (20%) del total de los fondos el Gobierno Nacional depositados en el Banco de la República. Igual obligación regirá para las entidades descentralizadas, públicas o semipúblicas, de carácter nacional.
