Escisión de funciones. Escíndense, por una parte, del Instituto Colombiano de Desarrollo Rural (Incoder), las funciones previstas en el numeral 5 del artículo 3°, los numerales 22, 23 y 24 del artículo 4°, el numeral 16 del artículo 32 del Decreto 3759 de 2009 y, por otra, del Ministerio de Agricultura y Desarrollo Rural, la función establecida en el artículo 40 de la Ley 13 de 1990.
