Graduación de la sanción . Para efectos de la graduación de la sanción se tendrá en cuenta el grado de perturbación del servicio público de transporte y las circunstancias de tiempo, modo y lugar en que se cometió la infracción. Para este efecto, se tendrá en consideración los daños ocasionados a la infraestructura de transporte, el riesgo a la integridad y vida de las personas, a los bienes que se transportan y los perjuicios causados a los mismos.
