Participacion municipal y distrital. Los municipios y distritos, en su carácter de instancias responsables a nivel local de la política en materia de vivienda y desarrollo urbano, participarán en el programa de subsidios a la demanda, de conformidad con las reglas y modalidades que establezca el Gobierno Nacional para promover dicha participación.
