Art. 3. ° Los suplentes de los Senadores y Representantes no están sujetos a las incompatibilidades de los principales, excepto el caso en que llenen la falta absoluta del principal producida por las causales señaladas en el artículo 1.° y la falta temporal del principal producida por excusa para concurrir a toda una legislatura.
