ARTICULO 2º. DEFINICION DEL SERVICIO DE TELEFONIA MOVIL CELULAR. La telefonía móvil celular es un servicio público de telecomunicaciones, no domiciliario, de ámbito y cubrimiento nacional, que proporciona en sí mismo capacidad completa para la comunicación telefónica entre usuarios de la Red de Telefonía Móvil Celular y, a través de la interconexión con la Red Telefónica Pública Conmutada (RTPC), entre aquellos, y usuarios de la Red Telefónica Pública Conmutada, haciendo uso de una Red de telefonía móvil celular, en la que la parte del espectro radioeléctrico asignado constituye su elemento principal.
