Autorízase al Gobierno Nacional para incorporar en los Presupuestos Nacionales los ingresos de las operaciones financieras determinadas por esta Ley, y para abrir las apropiaciones correspondientes dentro del Presupuesto de Gastos, con el solo requisito de la aprobación por parte del Presidente de la República, previo concepto favorable del Consejo de Ministros.
