Solamente se podrán presentar solicitudes de licencia de funcionamiento para iniciar programas de estudios de derecho, en ciudades donde funcionen Tribunales Superiores de Distrito Judicial y Administrativo con un número de Magistrados no inferior a catorce. Con la solicitud de licencia se deberá presentar certificación expedida por el Ministerio de Justicia sobre la existencia de Tribunales en la ciudad en cuestión, y el número total de plazas de Magistrados en la fecha de la solicitud.
