Los bancos comerciales quedan autorizados para otorgar préstamos con prenda de bonos de los Ferrocarriles Nacionales hasta con un año de plazo y hasta por el 70% del valor nominal de los bonos, y las obligaciones garantizadas con dichos bonos, podrán ser descontables en el Banco de la República.
